World Bank based on data extracted from the AR itself has observed radical measures, noting the high rate of depreciation of assets and lines for reducing losses recommends conditioning subsidies for opportunity costs. It emphasizes investments in the context of a business plan not only cuts workforce. Also recommended that the immediate reduction of losses close to a short term lines as not rentable. But these recommendations are misunderstood or misinterpreted by those responsible. Attention is focused only on cutting the workforce, which has led to many social concerns, without studying and without taking any measures to increase activity.
